Default How do I edit a document I scanned to Word 2003?

I scanned a document from HP scanner saved to word 2003 how do I edit it will
not allow

To be able to edit a text document that has been scanned, the document must
have been scanned using the OCR software supplied with the scanner, or a
third-party program of the same type..

OCR = Optical Character Recognition

Its a jpg probably and cant be edited by word as such.
