I need to design a rental application that has locked out questions areas and
where the applicant can fill in the form with answers. This Application then
needs to be emailed back to me.

You can use the form toolbar in Word. Click on View|Toolbars|Forms to get
this toolbar. You should type your form text, but use the form tools to
create the sections that your users will fill in.

Part two (didn't answer the other part of your question)

You can use the lock at the end of the form toolbar to lock your form when
you are done. If you want to password protect it against change use
Tools/Protect Document.
