Default Mirror margins - flaky

I have to format some documents that have been revised a lot by several
people, so I've got lots of ghosts to contend with, but not enough time to
re-create the docs from scratch. The biggest problem I'm having is that the
mirror margins won't work consistently from page to page. Sometimes at the
start of a section, sometimes in the middle of a section, it will switch keep
the gutter on the same side as the previous page. I've noticed that if I go
and change it from Inside margin .5, Outside .5, and gutter .5 to: inside .5,
Outside 1", and gutter 0 it sometimes corrects itself, but not every time and
I'm not happy with this option since I'm not confident that it will hold
later on.

Also, would anyone recommend a "clear all formating" option for this document?

Page Setup settings are per section. Your best bet may be to delete all
section breaks, set your margins, then reinsert the section breaks.
