Default Need foreign alphabet letters

I am preparing a dissertation paper. I must be able to insert letters from
other languages. Right now I'm trying to find German alphabet letters (i.e.,
"fur" and there are two dots above the "u." I installed the languages option
(for characters and symbols) and closed Word and rebooted it. Nothing is
there for all I did. I've never had this problem over the years, and I just
realized I used Word Perfect before. I KNOW Word 2000 can handle this. I need
it yesterday, please.
