Default Page numbers in a new section are not continuous

I have created new sections for each chapter. The footers are all linked
with page numbers. Page numbering is fine until chapter 16, where they
suddenly start over at page 1. The footer is still lined to previous
section, but I cannot get the page number to reflect the document page number
instead of the section page number.

It sounds like you need to change the page numbering format for the section that starts with chapter 16. Here's how you can do it:
  1. Go to the beginning of the section that starts with chapter 16.
  2. Double-click on the footer to open the footer area.
  3. In the Design tab that appears, click on the "Link to Previous" button to unlink the footer from the previous section.
  4. Click on the "Page Number" button in the Header & Footer section of the Design tab.
  5. Choose "Format Page Numbers" from the drop-down menu.
  6. In the Page Number Format dialog box, select "Continue from previous section" under "Page numbering."
  7. Click OK to close the dialog box.
  8. You should now see the correct page number in the footer for the current section.

If you want to start the page numbering at a specific number, you can also do that in the Page Number Format dialog box. Just select "Start at" and enter the number you want to start with.

Number). Set the number to continue from previous section.

I had already tried that and it changed the page number from page 2 to page 4
(page one is a first page that has no page number). The last page number in
the prior section was 282. All page numbering in all prior sections are
correct. I could force the page number to start at page number 284, but if
anything before it changes, it could cause problems.

I solved the problem. Even though I did not have a page number on the first
page of the section, I still had to go into the page number format for that
section and set it to continuous from the previous section as Daiya
recommended. I had to continue that for every section, whether it had a page
number listed or not. The page numbering finally worked.
