Can I create non-printing watermarks for a template
I would like to create a template of the USDA health certificate. Users
would see a copy of the certificate so they could add text as required but graphics and text on standard form would not be printed. The template should look like a page with a watermark, but the watermark does not print. |

Yes you can. What I would do is add the picture into either the Header or
the Footer section of the document. Add your form fields using the Forms toolbar. Then when they print, they can choose to print "data only for forms".
