Default Word applies Outline format to entire doc instead of selection.

When I apply a numbered outline format or indent-tab to a single selected
(highlighted) statement in my Word document, Word takes over and applies the
same format to the entire document hourglassing until it's done, at which
point I press CTRL+Z to "undo" which corrects it: that is, it leaves the new
format on the single statement I selected (highlighted) and undoes the
formatting on the rest of the document hourglassing again.

What can I do to cause Word to apply the new format to ONLY the selected
(highlighted) statement instead of doing the entire document?
