Default Is there any way to password protect a .rtf in Word?

I have a form that is an .rtf (I have to use) that I protect with a password
but it does not remember that there is a password... when I go to unprotect
the document, I should get a password required pop-up box but I don't. I am
trying to lock the footer so no one can change it.

RTF doesn't have Word's features. RTF means Rich Text Format, which is about
the only features RTF has.
