When I choose Fromat, Bullets and Numbering
Click the Outline Numbered tab
click the first sytle to the right of None and click OK
the number 1 shows, I type something then click enter to go to the next line
and then press tab. I should get a lower case (a) but I do not, the
insertion point tabs and the number 2 stays.

Why doesn't this work? Is there a setting somewhere that is turned off/on?
