Default Cross Reference not Updating

Hello,

I have paragraph styles with numbering and the reference to the first
paragraph will not update when it moves. All the other references work fine.

If I had:

1. One
2. Two
3. Three
4. this references 1.
5. this references 2.
6. this references 3.

If I add a new one, e.g.,

1. New One
2. One
3. Two
4. Three
5. this references 1. (SHOULD BE 2, stays 1)
5. this references 3. (Works)
6. this references 4. (Works)

Any ideas why?

Default Cross Reference not Updating

Cross-references don't update automatically. You have to update them
explicitly with Ctrl+A, F9 or by switching to Print Preview or printing.

But if you insert a new numbered item before a cross-referenced one by
pressing Enter at the beginning of the existing one, then you get the new
one inside the bookmark for the old one, and that will mess up your
cross-reference; see
