Default Deleted comments - any way for a 3rd party to view deleted comments?

I have a user that wants to be sure his deleted comments will not be
viewable by a 3rd party when he sends the document. I had him turn off fast
saves and remove personal info in the security tab to be sure. If he has
track changes enabled on the doc is there anyway for the other party to see
those deleted comments?

If you have used the Delete All Comments in Document command, then they
should be gone.

they only deleted select comments, not all. Are those somehow retrievable
or viewable after a single deletion?
