When using Word 2007 the pointer pulses constantly and is very erratic. I
tried changing pointers and the issue remains.

Tried a new mouse?

Meantime, in Control Panel, Mouse options, Pointer Options (tab), you
may have "Enhance Pointer Precision" (or something to that effect)
turned ON. Try turning it OFF.

Tried a new mouse and still having the same problem. Only a problem in Word,
other programs work properly. Are there pointer setting hidden within Word?
