Default How do I make each label a different number set

I need to print several thousand labels the size of return address labels
where each row of four labels has the same six digit number and each
successive row of four lables has a number that is one more than the last.
I.e. 016901 four times, 016902 four times, 016903 four times, etc.

The easiest way to start will be with a mail merge data source in Excel,
where you can easily create the sequential numbers using AutoFill. Then,
when you set up the label merge, remove the «Next Record» from all but one
of the labels in each row.
