Default How do I get Help menu to be a menu rather than opening Task Pane

I want to remove a file from the list of disabled files, but when I follow
Help the instructions (as pasted below) I am told to select Help, About
Microsoft Office ApplicationName, and clicking Disabled Items.... However,
every time I click on the Help Menu the Task Pane comes up and I am unable to
access "About Microsoft Word". I have tried searching for "About Microsoft
Word" and "Disabled Items" and get the same instruction as below - but cannot
do it as the system is not providing a Help Menu (only help via the task
pane) - can anyone advise me what I can do .... PLEASE

If you attempt to open a file marked as damaged or disabled by an Office
application, you may encounter this error. You will continue to receive this
error each time you attempt to open the file even if the file was recovered
or repaired.

The file is in the Disabled Items list because it has caused the application
to fault or shut down more than once in previous attempts to open the file.
This error message helps you avoid potential problems that may occur if the
file is opened and causes other currently open files to suspend.

If the file was properly recovered, replaced, or deleted, you can remove the
file from the list of disabled files (re-enable the file) by selecting Help,
About Microsoft Office ApplicationName, and clicking Disabled Items....

You are not following the steps in Good Manners. In Microsoft Office,
whenever you try to use help in open it task pane but About Microsoft Word
[Application Name] command is available in Help menu.

Click Help menu then search for About Microsoft [Application Name] in the
same menu. Do not click on Microsoft Office [Application Help] Help.

You are not able to see this command because maybe it is temporary hidden.
If you will stay for a moment, the menu will extend automatically or you
click on the arrow.

Example Topic for Enabling items. Same for Disbaling as well.

Enable items that were disabled by Office Safe Mode
On the Help menu, click About Microsoft application.
Click Disabled Items.
Select the items you want to enable.
Click Enable.

If the information was useful to you then let us know.
