Default Figures (in frames) refuse to change order

I have figures and their captions in frames (to keep caption numbering
happy). Currently I have two figures that "refuse" to change places with one
another. They end up jumping all over to avoid being swapped. This is
resulting in them being referenced in the text (sequentially) as Figure 6,
then Figure 8, then Figure 7. When I try to "drag" the frames so that
Figure 8 is before Figure 7, it simply won't let me.

How can I fix this so that the text references and the figures are both in
order?

ISTR that Word will number them according to the paragraph they are
anchored to. Try drag the anchors instead of the captions themselves,
does that help?
