Default how do i cut and paste tracking comments into another document?

If you are trying to cut and paste comments into another document, just
select the commented text and then cut and paste it.

On the other hand, if you are trying to paste tracked changes, see

What happens when pasting with different combinations of track changes
on/off is also explained by Shauna Kelly in her article. The blog article
does give valuable background information (but perhaps mostly if you really
want to know *why* things are the way they are).
