Default how do a place an accent color bar at the bottom of a template so.

how do i place an accent color bar at the bottom of a letter template so it
wont move whenever the user types? I would like it to appear on all subequent
pages of her letterhead.

Click on View | Header and Footer | arrow down to the footer | draw or
insert the color bar | Close.

This could also be a colored paragraph border applied to the Footer
paragraph.
