Default Word 2000 Document Password/Save Issues

Filesize: 1.36MB
Edited frequently by more than one user. File located in same directory.
Lots of graphics.
Initially set up with Tools/Protect Document with track changes on and a
password to edit.

When document opens you are not prompted to enter a password. The Title Bar
does not show Read-Only. The Tools menu shows Unprotect Document grayed out.
Tools/Options/Save has no settings entered for password.

Edit document and click Save - accepts changes. Very next thing I do is to
close file and dialog box displays with 'Do you want to save changes...'
Click Yes and check file and changes have been saved.

Properties/Attributes does not have read only checked.

Question besides what the heck happened... how do I make this file password
protected?
