Default protect document

Hi There!
I am trying to protect a document in Word 2003 (Selected fields), but if use
the following path: Tools Protect Document click step 2 "Editing
Restrictions Click "Allow only this type of editing in this document"
Select "Filling in fields" from the drop down menu, Step 3 is not highlighted
to allow me to "Start Enforcement". I'm think it must be something so
obvious, but I have spent so much time looking for the obvious things, I'm
completely stuck now.
Can anyone help with this?

Also, I did protect this document previously but I unprotected (With my
password to make a minor change - splitting a cell to add text), now I can't
re-lock....
