Default How can I change the appearance of comment boxes?

I'd like to change the size of the text in a comment box and change the color
of the highlighted text in the body of the document to which the comment box
refers.

The color is set in the Track Changes Options dialog. The text size is
governed by either the Comment Text or the Balloon Text style or both.
