Default MicroSoft Word border measurement

When I try to access Format/Borders and Shading/Borders, a box appears
stating, "The measurement must be between 1 pt and 31pt.

I see the recommendation to go to Page Border in the same menu, click on
Options and make sure the borders are set between 1pt. and 31pt.

I can open up a new document and access the Page Border Option - so I
understand what to do - but I cannot access Options on the document I'm in.
The problem is that nothing happens when I click on Options.

Can anyone tell me how to correct this?
