Ducks..I just went through the same thing except I wanted to 'append' two
blank pages (non-watermark) at the end of an existing watermarked doc. The
following is for Office 2003:
1. Insert a section break where you want to start a new section with a diff.
header or footer (I know, it's not really a header or footer you want but
stay with me on this....).
2. Click in the section for which you want to create a different header or
footer.
3. View Select header & footer to turn on
4. On the header and footer toolbar find and click the 'link to previous'
(or 'same as previous' in earlier versions) button to break the connection
between the header and footer in the previous page ( 'same as previous' will
disappear from upper right of header). Select 'header and footer' again to
turn off.
5. Now hit 'delete' to remove watermark background from new added page.
6. If you simply try to 'insert' new doc. your watermark background will
re-appear, so instead insert a 'text box' and then paste in the text from you
doc. you wish to include.

If the watermark is not to appear only on the first page then a different
first page header is the way to go, with the watermark in the subsequent
headers only. If it is on a particular page you can set section breaks
either side that page, or use a conditional field to place it i.e.. Set the
watermark - open the header view and save the image as an autotext entry.
Then delete it. Now in the header insert a conditional field, using CTRL+F9
for each field boundary pair as follows:

{IF {Page} n "{Autotext autotextname}"}

where 'n' is the number of the page and autotextname is the name you gave to
the autotext of the graphic.
