Default "Beta"version, enter a quotation mark nothing happens.

When I enter a quotation mark, " nothing appears. Enter a second mark and
both appear. This requires that I backspace to clear one mark every time I
enter a quotation mark. Fix?

Nothing to do with the beta, I'm betting. You've probably enabled a European
keyboard on which the quote key is a setup key for accented letters. Change
it through Control Panel | Regional Options.
