Default Smart Quotes not working within multi-level lists

When I create a multi-level list and use the style "A" the quotes do not
change to curly quotes. I end up with straight quotes in the numbering
component, but curly quotes in the text

Have tinkered with settings to no avail.

Default Smart Quotes not working within multi-level lists

You will need to insert the specific Unicode characters for those "curly"
quotes in the Numbering dialog.
