My Normal template was originally set with text centered. I have been able to
change this so that text is left-aligned. However, footnote numbers and, most
important, the footnote separator line, remain centered. How can I change the
template to make them both left-aligned?

The footnote text style probably, and the footnote separator paragraph
definitely, are based on the Normal style, so either left-align the
Normal style, or Modify the Footnote Text style to be left-aligned
(and probably not to be based on Normal, if you need Normal to be
centered).

You'll need to create a new style to apply to the Footnote Separator
paragraph if you still want Normal to be centered.
