suggestion: place page number formatting as a tab in page setup
Placing access to page number format under 'insert-page numbers' gives the
distinct impression that you are required to insert page numbers again to format them. Since page numbers are formatted per section, it seems fair to place page number formatting with other properties that apply to sections, the 'page setup'.
