Default how to delete text using highlight and backspace system?

I used to be able to use the "highlight text and delete by either typing over
or using backspace" method. Don't seem to be able to do this anymore on
Windows 2003. Can someone help me find out how? Thanks

Tools | Options | Edit: Typing replaces selection.
