Default How do I scan a paper document into a Word file?

I need a file that I can edit and print, not an image file.

You need optical character recognition (OCR) software. Most scanners
come bundled with some kind of OCR program... Textbridge and Omnipage
are two popular examples.

There is even a rudimentary OCR application included with Office 2003 -
Microsoft Document Imaging - see the Office Tools.
Most OCR software makes a dog's breakfast of anything but the most simple
document formatting. The best I have tried is Finereader.
