I'm using Word 2007.
I'm typing lines of text that is basically "notes" for later use, i.e. they
are not grammatically complete sentences. Although they may end with a
period.

Here's an example of what is happening:
I type one line of text. When I hit enter, it double-spaces my line, so I
hold the shift key to stop it from doing that.
I type a line of text below that. I put the cursor at the beginning, and
click on the "Bullet" button or the Indent button. In either case, it
affects the line directly above. It either bullets that line above, which I
don't want it to do, or it also indents the line above, which I don't want
either.

How do I regain control of Word? I didn't have this problem with Word 2003.

It's because you're typing Shift+Enter instead of Enter at the end of
your paragraph -- you're not actually creating a new paragraph (as
you'd see if you turned on Non-Printing Characters, Ctrl-Shift-8). So
when you tell it to put a bullet in front of the paragraph, it does.

If you don't want extra Space After your paragraph, then Modify the
Style to change Space After to 0.
