Default How to get, install new language pack for Office 2007

Is it possible to install Office 2007 in say, Spanish, from the CD (via a
Spanish version of 2007), and then d/l an English language pack and select
English as the default option? If so, how? Or does the installation file
itself allow you to change the language, without any additional downloads?

My next question--if I can save 30 bucks by buying a 2007 cd in spanish, and
then the English language pack from MS, would this be worth my while--in the
sense of, are there lots of bugs in installing language packs like this?
