Default stop users creating passwords

Hi guys,

some users have got into the habit of password protecting non-personal
documents, which is fine until they go on holiday or forget the password to
important reports. Can I stop them having the ability to create passwords?
It's not really necessary, and has recently cost my company a lot of
money.....

There's nothing in the program that could stop it. It's a personnel
training issue, to be dealt with by incentives and/or -- horrible
word, this -- disincentives. In other words, break the "habit" or
else.
