I am typing a legal document in which I have to refer to other documents in
the narrative, but have to insert a number to indicate a reference at the
bottom of the page. How do I insert the little numbers (2) at the point
indicated so that attributions or references can be shown with corresponding
number at the bottom of the page?

Which program is best for this use, Word or Publisher?

In Word it's called a supercript.

Word is definitely the better program for that requirement.

You might do well to check out Word Help for Footnotes, which is what it
sounds line you are trying to do.

Other suggestions may be available but you'll need to tell more about the
specifics of what these "attributions or references" are like & what version
of Word you're using.

Default manuscripts

The feature you are describing is a footnote. In Word 2002 and 2003, use
Insert | Reference | Footnote. In previous versions, it's Insert | Footnote.
In Word 2007, it's References | Footnotes | Footnote and Endnote Dialog.
