Leading is the line spacing, i.e. the space measured from the baseline of one
line of text to the baseline of the line of text above or below it.

In Word 2003 and older, you can set the line spacing via Insert Paragraph
Indents and Spacing tab Line spacing. In your case, select €śExactly€ť and

type 10 pt in the €śAt€ť box.

You can define your styles to use the desired line spacing. See:

"Leading" is the printing term for what Word calls "line spacing." Set the
line spacing to Exactly 10 points.

"Leading" is vertical spacing added between lines of type. See e.g.

http://en.wikipedia.org/wiki/Leading

In Word I think you would probably do this by setting
Format|Paragraph|Indents and spacing|Spacing|Line spacing to "Exactly" and
putting 10pt in the "At" box. But that assumes that what you have been told
is what is actually required. They might want, for example /at least/ that
amount of vertical spacing (for that you could use "At least" instead of
"Exactly". Probably best to check back before getting too committed.
