Default read only inherited from template

Hi Peter

The way to use a template is to do File New, choose the template and click
OK. That creates a new document based on the template.

If the template is located in the folder shown at Tools Options User
Templates or Tools Options Workgroup templates, it will appear in the
File New dialog. Otherwise, a user can use Windows Explorer to locate the
template, and double-click the name. The default action in Windows Explorer
is to create a new document from a template, and not to open it.
