You can unlock the document and lock the form fields before the merge. If
you need to relock the document as a form you would need to unlock the form
fields and relock using a macro (before Word 2003). Note that Ref fields and
calculation fields using your form field results may not work because the
bookmarks can only refer to one set of form fields.
What you are talking about is what Word calls an "online form." For more
