Default using office clipboard without launching office 2003

Sorry, no. The Office clipboard is, and remains, available as long as at
least one Office app is running and the only user access to it is via
an(other) Office app. Do you use Outlook? If you do, that would be good
enough.

Using the Office Clipboard to help in other non-Office apps is interesting.
You must find it very useful.
