Default Footnote blank lines

Thanks but Ive already tried all three of these tricks. They have worked in
the past but not this time. Any other thoughts?

I have a document with several blank footnote lines that cannot be

The line has only a paragraph return in it. It does not have a footnote
reference, although when you show paragraph marks it has a small black

(like a bullet) in front of it. It does not seem to affect the footnote
numbering. Efforts to delete are met with a €śthis is not a valid action

footnotes€ť message. Converting to endnotes does not permit removing this
blank line. When in the wrong place, it can force a footnote to the

page. Or it leaves a blank space.
