Default Numbering of Repeated References

You can use Insert | Reference | Cross-reference to Endnote number
(formatted). But it's more common to use a numbered reference list (see
http://daiya.mvps.org/biblio.htm#AlphaEndnotes).

I'm preparing a medical manuscript for submission and need to include
endnotes at the end of the document. The publisher requires that if a
reference appears more than once in the text that it retain the same

number.
Word appears to number notes consecutively, giving each note a unique

number.
Is there a way to have repeated references retain the same number?
