You cannot delete any active file. When Word is open (other than in its safe
mode), normal.dotm is an active file. There is no way you can 'close it'
from Word.
With Word closed you could have deleted it using Windows Explorer.
In fact you would have been better renaming it as now you will have lost any
required personalisations it contained.
Again Word must be closed (and any orphan lock files removed - see
http://www.gmayor.com/what_to_do_when_word_crashes.htm ) in order for you to
rename it.

opening Word 2007. So I used the part of the documentation you
referenced to hold down the ctrl key when opening Word 2007 and then
it asked me if I wanted to open Word in Safe Mode. I said yes. So
Word was open without the normal.dotm open. I was able to do Open,
Templates and see the normal.dotm and right click and select delete.
When I closed and reopened Word it created a new normal template and
