How to send document so recipient NEVER sees markups?

I have tried all of the methods of turning off Track Changes, accepting, not
show markup (each un-chedked), selecting Final and saving the document.
I bring the document back up and it still throws it back into the Final
Showing Markup. No matter what I do it won't go away.
What do i have to do to make it so it comes in the Final display mode.
This was also an issue in Office 2003, it was next to impossible to turn the
stuff off.
Can you provide a solution, it would be greatly appreciated.
Another request would be a big'ol button that says, turn off tracking, and
everything that has to do with tracking is turned off. This is really a time
killer having to fool with this. Sadly there have been too many hours spent
with this since 2003 and now even more in 2007.
