Default Startup Pane doesn't appear

According to http://support.microsoft.com/?kbid=810162, "Task pane is not
displayed on startup in Word 2002," this problem was fixed by SP3. You can
fix it using the TaskPaneController add-in (see
http://word.mvps.org/FAQs/Customizat...wTaskPane.htm), but it causes
problems of its own. However, the add-in works by modifying a Registry
entry, and once it has done this, you can uninstall it again. Or you can
edit the Registry entry yourself, about which there has been information in
this NG at some point; perhaps someone will repeat it here.

Word 2002 SP3

I have checked Startup Task Pane in Tools | Options | View but it does not
appear when Word is opened. It seems to open briefly, and is gone in a
flash. It is possible some network rule is preventing this from opening
when
I start Word? When I click on File | New, it opens just fine.
