Ideally, I would like to be able to shut it off.....and, then, if I need or
want to, turn it on again. Sort of like Word 2003 had in it tools (or
options, can't remember which).

Personally, at this time I never want to see track changes again.
I reckon this can be done through VBA (hijacking every command that has
to do with TrackChanges). The gurus in any of the .vba newsgroups would
know more about this.
Before looking for a solution, you have to be very detailed about your
attempt. Do you want to make it impossible for you to activate tracking
in any of your documents? What about documents created elsewhere? What
about such documents that already are set to track, and/or have
unresolved changes?
