There is no automatic way to deal with your points one and two. You could
add AutoNew and AutoOpen macros to your template, so that when a document is
created or opened using that template, the display settings are set as you
want. But I suggest you don't do this --

a) because you create support and security issues -- unless it's a small
organization, this will be a surprisingly large amount of effort for really
very little reward.

b) these settings are personal preferences. Forcing them to change on other
computers will annoy the experienced users and confuse the novices.

but he would prefer to simply force the hidden text only when the template

accessed. Is this possible to do?

OR

Is there really a better way to make help text available 100% of time when
displayed but not cluttering up the printed final document?
