Default french accents

It may be a laptop designed for bilingual people; in that case there's
a colored "Function" button on it somewhere that switches between
keyboards.

You may have non-English keyboard(s) enabled. If you know yuo're never
going to type in other languages, use the Start Control Panel
Regional and Language Options to delete the keyboards you don't need.
(Meanwhile, you toggle/cycle through them with Alt-Shift.)
