Default Office 2007 will not open 2003 documents from internet

How are you trying to open this file in Word 2007, and how did you do it in
Word 2003?

No version of Word can "open" a PDF file; all you can do is insert it as an
object, in which case you'll see only the first page.

You can open the PDF in Acrobat Reader, select the text and copy it to the
clipboard, then paste into a blank Word document. With this particular PDF,
the text appears but needs a lot of rearrangement and reformatting. The
graphics can't be copied at all.
