Default In the "File" menu, "Print" is not available

It was removed in exactly the same way, by using Tools Customize with the
focus on the document and not the normal template - and can similarly be
re-added to the document. As I said earlier, toolbar/menu settings stored in
the document take priority over those stored in the normal template.

Are you sure that when you are checking the keyboard shortcuts that you
have
the document selected in the keyboard shortcut dialog and not normal.dot?
Settings saved in the document will take priority over those in the
normal
template. Menu and keyboard assignments can be stored in the document,
which
is what has probably happened here.
