To follow up on Herb's suggestion, if, after you have created the two-column
table with the questions in the left column and the answers in the right,
you still want questions and answers in succeeding paragraphs, you can use
Table | Convert | Table to Text, separating with paragraph marks. If you
want distinct paragraph styles for the questions and answers, apply these to
the appropriate columns before converting.

Q1. Who is John Smythe?

Q2. Who cares who John Smythe is?

Q3. When did John Smythe die?

And in the other file, you have:

A1. John Smythe was nobody.

A2. Nobody cares who he was.

A3. Who cares when he died?

If each question/answer is a separate paragraph, one approach would be to
convert each file into a long table column with one row for each
question/answer. Then in the Question document, insert a parallel blank
table column, then copy/paste the answers from the Answer file into that
column.

To convert a set of paragraphs into a table, select it and choose Table -
Convert - Text to Table,. and make sure Separate Text At is set to
Paragraphs.
