I would leave the pictures at their initial size and either resize in Word
or restrict the size with table cells.

Insert smaller pictures! The picture if inserted in-line (the install
default) will only stay on the same page if there is sufficient
space for it. Objects cannot span pages. You could insert a
(borderless) table of suitable size and fixed cell dimensions and
the picture will adapt to the width of the cell, or you could resize
the images to allow two to fit on the page.
