Default section break needed for change in footer but footnote section spa

Instead of using a Section Break, use an If...then...Else field construction

{ IF { PAGE } = { NUMPAGES } "Text for last page footer" "text if any for
footers on earlier pages" }

You must use Ctrl+F9 for each pair of field delimiters and you use Alt+F9 to
toggle off their display
