Have you updated to the latest service pack and hotfixes for Office 2007?
FYI: In Outook 2007, Word is built-in and there's no option to disable Word
as the e-mail editor. Does the same issue occur with plain text e-mails?

Your problem therefore seems to be with Outlook so I have crossposted this
